Background

Developed in 1983, the existing Housing Code in Ukraine is extremely outdated and unable to address the large-scale housing destruction and internal displacement of citizens caused by the current housing crisis. Thus, the Ministry of Restoration of Ukraine is currently working on a review of the housing legislation, with a legislative reform aimed at creating better conditions for Ukrainian citizens to access affordable and dignified housing. In this context, significant attention is given to regulating the establishment and operations of housing construction cooperatives.

Exchange of best practices

Within the framework of the UN4UkrainianCities project, the United Nations Economic Commission for Europe (UNECE), the Ministry of Restoration of Ukraine, the European Federation for State, Cooperative, and Social Housing (Housing Europe), and the Housing Initiative in Eastern Europe (IWO), organized a workshop to exchange experiences and best practices in the field of housing cooperatives in the UNECE region.

Throughout the UNECE region, housing construction cooperatives have proven to be an essential mechanism for efficient housing management. The purpose of this workshop was to discuss the existing European legal framework for the creation and functioning of housing construction cooperatives.

In expressing gratitude to all speakers and participants, the event moderator Mr. Serhii Komnatnyi, Regional Consultant at UNECE, emphasized the work undertaken by the Government of Ukraine in reforming the country's housing legislation.

Based on the workshop’s outcomes, recommendations will be formulated to be used in the further development of Ukrainian housing legislation.
