How to Take into Account National and Regional Priorities/Interests While Developing Planning Documentation at the Local/Municipal Level
The second paper in its Urban Cadastre series: "How to Take into Account National and Regional Priorities/Interests While Developing Planning Documentation at the Local/Municipal Level" addresses a critical challenge in Ukraine’s urban planning: balancing national, regional, and local interests within a single spatial framework. While municipalities focus on local needs, national authorities oversee critical priorities such as security, infrastructure, and environmental protection. The paper highlights the importance of updating Ukraine’s outdated General Planning Scheme and proposes solutions to improve coordination among different levels of governance.
Key recommendations include the establishment of a National Interests Registry to centralize planning data, legal reforms to clarify the role of national interests in local plans, and procedural improvements to streamline decision-making. By drawing on international examples from Denmark, Germany, and Spain, the paper provides a roadmap for integrating broader state priorities into Ukraine’s local urban development strategies.
